Two years ago I was sent a picture of a horse standing out in the January weather looking much ike the picture above. The wind chill brought the temperature into the minus degrees. The horse had no water, no hay and no shelter. Someone who knew that I had horses asked me what could be done. I found out there was "a procedure for reporting" and then I found out, sadly...the "procedure" doesn't work. If in cases where it may work, it works too slowly, and mostly not at all the way it should work in these conditions. The two years since I have been researching and connecting with good people to figure out how we can make a better system...one where horses will not fall through the cracks and where abusers will be held accountable.
